How Bag-on-Valve (BOV) Technology Works
Bag-on-Valve (BOV) is a pressurized dispensing technology where the product is sealed inside a flexible inner bag that is attached to the valve stem. The propellant (compressed air or nitrogen) fills the space between the bag and the can wall — the bag and the propellant are never in contact with the product. When the valve is pressed, propellant pressure collapses the bag and forces the product through the valve and actuator. This design provides five advantages over conventional aerosol: (1) 360° dispensing — the product can be dispensed in any orientation, including inverted, because propellant pressure acts on the bag regardless of orientation; (2) Product sterility — the product is never exposed to propellant or to the can interior, enabling sterile pharmaceutical and food applications; (3) No VOCs or flammable propellant — compressed air and nitrogen are non-flammable, eliminating ATEX requirements and enabling use in environments where flammable aerosols are prohibited; (4) Very low oxygen exposure — nitrogen blanketing in the propellant space prevents oxidation of sensitive products such as retinol, vitamin C serum and edible oils; (5) Product recovery rate >99% — the bag collapses completely, dispensing virtually all product content (conventional aerosols leave 3–5% product residue).
BOV Applications: Pharmaceutical, Cosmetic and Food
Bag-on-valve technology is the preferred delivery format for products requiring sterility, oxygen sensitivity, or non-flammable dispensing. In pharmaceuticals: wound irrigation sprays (sterile saline, iodine solution), nasal saline sprays, topical antiseptic sprays and post-surgical wound care products are filled as BOV — the bag provides a sterile barrier that conventional aerosol cannot achieve. In cosmetics: facial mist sprays (hyaluronic acid, thermal spring water), sunscreen sprays, after-sun products and vitamin C serums use BOV because the nitrogen propellant space prevents oxidation of active ingredients. In food: extra-virgin olive oil sprays, cooking oil sprays, cream cheese dispensers and wine aerosol preservation sprays use BOV because food-grade compressed air or nitrogen eliminates the need to classify the product fill area for flammable materials. Sustainability and Regulatory Advantages of BOV
BOV aerosol technology offers significant sustainability advantages over conventional LPG-propelled aerosol systems. The compressed air or nitrogen propellant has zero global warming potential (GWP), compared to LPG (butane/propane) which has a GWP of approximately 4-5 (CO₂ equivalent). This makes BOV products exempt from VOC regulations in many jurisdictions (US EPA AIM Act, EU VOC Directive) that restrict the LPG propellant content in aerosol products. For cosmetic and personal care manufacturers in markets with strict VOC regulations (California, France, Germany), BOV allows products to remain on-market without reformulation. The non-flammable propellant also enables storage and transport of BOV aerosols under standard (non-flammable goods) conditions, significantly reducing hazardous materials logistics costs. From a regulatory filing perspective, BOV pharmaceutical products can qualify for simplified regulatory pathways in some jurisdictions because the propellant is pharmacopoeial (compressed air or nitrogen) rather than a hydrocarbon gas with associated impurity specifications.

How does a BOV filling machine differ from a conventional aerosol filling machine?▼
BOV filling machines differ from conventional aerosol filling machines in three main ways: (1) Filling sequence — in conventional aerosol, product is filled first into an open can, then the valve is crimped, then propellant is injected under the valve cup (UTC) or through the valve (TTV). In BOV, the valve and bag assembly is crimped first, then product is pumped through the valve into the bag, then air/N₂ is injected through a side port; (2) No LPG — BOV propellant is compressed air or nitrogen at 4–8 bar, not liquefied LPG. This eliminates the need for explosion-proof motors, ATEX classification and LPG safety systems, making BOV filling rooms significantly safer and cheaper to operate; (3) Bag pressure management — during product filling, the bag pressure must be carefully managed to prevent over-pressurization before the propellant is added. Does a BOV aerosol filling machine require ATEX certification?▼
No — when filling with compressed air or nitrogen propellant only, a BOV aerosol filling machine does not require ATEX Zone classification, because no flammable propellant is handled. This is one of the major cost and safety advantages of BOV over conventional aerosol. However, ATEX considerations still apply if: (1) the product itself is a flammable liquid (flash point below 60°C) — in this case the product fill station may require Zone 2 classification despite the non-flammable propellant; (2) the facility also handles LPG for other aerosol products — in this case the entire propellant storage area requires ATEX treatment regardless of the individual product being filled. For dedicated BOV production with non-flammable product concentrates, standard industrial electrical specifications (IP55 motors, standard control panels) are sufficient — no ATEX-rated components are required.
